The length has likely been altered.
The hemming has a lock stitch, so it was probably done professionally and doesn't look out of place.
There is some fraying on the inside hem stitching in that area, and a slight widening of the needle holes above the hem stitching.
Other than that, the condition is good, and the print has a nice vintage look with some cracking and fading.
The balance is excellent, so it's highly recommended for those who don't mind the altered length.
It has been washed, de-pilled, and steamed.
You should be able to use it comfortably.
